During the 2004 Superbowl halftime performance, Justin Timberlake ripped Jackson's bustier, revealing her breast.The court ruled the Federal Communications Commission "acted arbitrarily and capriciously" in issuing the fine for the fleeting image of nudity.Over 90 million viewers tuned in to the performance and the incident spurred an immediate crackdown and debate about indecency on television.
